Without getting too complicated, a few proven methods are sand blasting (not media blasting), soda blasting, chemical immersion or chemical encapsulation; all of which your would follow up with epoxy primer.

There are many good paints but from my own personal experience, my best results are with a true urethane enamel base coat/clear or single stage from Dupont, PPG or other major brands.
